The European Union is unlikely to shift its position on the World Trade Organization's Appellate Body before the next U.S. presidential election, veteran trade lawyer Terence Stewart told Inside U.S. Trade this week, saying the body will accordingly be paralyzed in mid-December when two of its remaining members retire.
