Practices and Systems Adopted for Excellence in Safety at RCF, Thal

Rashtriya Chemicals & Fertilizers Limited (RCF), a Government of India Undertaking, engaged in production and marketing of fertilizers and a host of industrial chemicals, has two operating units - one at Chembur in Mumbai (Trombay Unit) and the other at Thal in Raigad district of Maharashtra (Thal Unit). We have a corporate motto of "Zero harm" to all our stakeholders. In pursuit of this motto a number of practices/ systems, some novel and some routine, have been developed and effectively implemented. The objective of this article is to highlight practices & systems adopted for excellence in safety at our Thal unit which include but not limited to Process Safety Management (PSM), IFA's Protect and Sustain Protocol, HSE performance index evaluation system, behaviour based system (BBS), on-line near miss reporting, specialized theme based surveys. Further, the paper demonstrates how these practices & systems have helped in achieving positive results in the field of safety. For example, accident frequency rates and first aid incidences were nil since last four years.
