Having spent more than $20 million on the Cabinda phosphate project over almost a decade before reluctantly walking away, Minbos Resources Ltd was the odds-on favourite to reclaim the concession when the Angolan Ministry of Mineral Resources and Petroleum announced the coveted licence was open for tender.
