Spokane votes on fines for coal trains today A^Voters in Spokane, Washington, today will vote on a ballot initiative that would restrict the movement of railcars carrying oil or coal in the city. But if approved, the measure is likely to face a legal challenge. The proposed ordinance would bar use of railcars carrying uncovered coal or oil featuring a vapor pressure higher than 8 psi through downtown Spokane, or within 2,000ft of a school, hospital or the Spokane river.
