Pennsylvania-based Reading & Northern Railroad plans to appeal a state court decision turning down its bid to win the rights to operate five state-owned shortlines. Reading & Northern Railroad has been waging a four-yearold legal battle stemming from the Seda-Cog Joint Rail Authority’s effort to grant a new contract to run the railroads. The five shortlines, for years, have been operated by North Shore Railroad group. The rail authority wanted to consider other options beyond North Shore and solicited competing bids. Its top pick was a third carrier, Carload Express.
