Railroads focus on service as complaints continue

Class I railroads say they are focused on improving service, adding more crews and locomotives. But the results so far have been mixed, as increased inter- modal shipments put more stress on the rail system even as carload volume remains fat. Shippers are increasingly express- ing their frustration over the delays.
