The winner has been decided in the first battle for the spoils in Chevron's new strategy for its shallow water projects off Angola. The US major has decided to use a larger number of cheaper offshore installations for the shallow waters of Block 0 to reduce the risk of cost overruns that it has experienced so often in the past.
