Beginning Jan. 1, 2020, regulations put forth under the International Maritime Organization (IMO) will require all ships to burn 0.5 percent-maximum sulfur marine fuel, and in order to make the fuel, refiners are going to have to make changes to their processing. Those changes could alter the current base oil market, affecting both supply and prices.
