Proposal for Pricing Adequacy Evaluation of Public Information System Projects in Lowest-Price Bidding

摘要

Despite the continued use of the bid evaluation process using the lowest-price bidding method for information system projects, there is a lack of evaluation criteria and methodologies, both in Korea and overseas. This paper emphasizes the need for appropriate evaluation criteria andmethodologies for the lowest-price bidding to ensure the adequacy of public information system project pricing. For this purpose, we benchmarked the case of the lowest-price bidding system in the construction sector, and using a mapping technique, we proposed a method of evaluating the priceappropriateness of the lowest-price bidding system for public information technology projects.
