Multi-Attribute Utility Model for Quantifying Schedule and Cost Overruns in Pipe-line Projects

Schedule overrun and cost overrun are key factors that might cause failure of construction projects. This paper presents a multi-attribute utility model (MAU-PL) designed to quantify the attributes that cause schedule and cost overruns in pipe-line construction projects. All the attributes that impact the schedule and cost overrun have been reviewed from literature review. The most important attributes have been identified by interviewing experts in the field. Those attributes were organized in a hierarchal fashion utilizing Analytical Hierarchy Process (AHP) in order to obtain the relative weight of importance of these attributes. Multi-Attribute Utility Theory (MAUT) is used to develop a utility function for each attribute The developed MAU-PL model represents a component of a decision support system (DSS-PL), dedicated to assess the risk associated with the schedule and cost overruns in pipe-line construction projects. A hypothetical example is presented to illustrate the main features and characteristics of the developed MAU-PL model. Schedule overrun and cost overrun are key factors that widely exist in construction projects. These are risky dilemmas that might cause conflicts between owners and contractors where claims arise. Investigation of the factors affecting schedule delays and cost overruns for the construction projects has attracted the interest of many researchers and practitioners. Considerable efforts have been exerted to recognize and classify the factors causing schedule delays and cost overruns. These efforts include: Fisk [7], Majid and McCaffer [9], Ismail [8], Mullholand and Christian [11], Eyers and McCabe [6], and Nasir et al. [12].
