Program Controls/Integrated Transportation Management Systems (ITMS)

The Parsons Brinckerhoff (PB)-led Construction and Resource Management (CRM) East team contract included much more than the traditional services of program management, design, and construction management, engineering and inspection. It featured the development of several management systems for the SCDOT, including the Financial Management/Strategic Planning System (FMSP), the Project Management System, and Right-of-Way Tracking System. In addition, the SCDOT expected the two CRM teams (CRM East which was led by PB, and CRM West) to lead the way with innovative approaches, assist it with improving its business practices, and integrate the various, disparate information technology (IT) systems into an Integrated Transportation Management System. The purpose of integration was to modernize existing systems, review current practices to make improvements to the way the SCDOT conducted business and reduce the redundant data that existed when multiple systems were used. Maintaining systems with redundant data is inefficient and can lead users to different conclusions, depending on which system is used as the source for the information.
