Brazil mulls emissions credits scheme.

In an attempt to support its biofuels sector and cut GHG emissions in the face of weakening international diesel and gasoline prices Brazilian biofuels director Miguel de Oliveira said the country is contemplating enacting an emissions credit scheme (ECS). Under the proposed scheme biodiesel and ethanol producers would issues certificates of emissions reductions (CERs) to fuel distributors upon the purchase of biofuels. These fuel distributors would be required to hold a set number of these CERs at the end of each year. If a fuel distributor does not have the required amount of CERs they would need to go into a secondary market to purchase CERs to meet their mandate.
