The provincial government of Shandong, China has published a report laying out plans to improve access to international markets for refineries in its jurisdiction. Over the five years to 2020, the province's economic planner said in the report, new berths will be built at the ports of Dongjiakou, Rizhao, Yantai, Binzhou, and Dongying. The ports will be expected to handle 120MM mt/y (2.4MM b/d) of crude exports and 35MM mt/y or refined product exports (about 64-82K b/d, depending on products). The province also plans to increase crude pipeline capacity connecting its refineries to ports, by 83MM mt/y (1.67MM b/d) over the same period. The new capacity includes a project to build an 18MM-mt/y (360K-b/d) pipeline from Rizhao port to Sinopec Luoyang. The plan also calls for the addition of 34 new crude tanks with a total capacity of 27.2MM m~3 (171MM bbl), as well as 10.34MM m~3 (65MM bbl) of product storage.
