Fuel oil imports by independent refiners have declined since a tax loophole was closed on March 1, pushing margins on cracking fuel oil into negative territory. A Chambroad Petrochemical Trader said that refiners cracking imported straight-run fuel oil (SRFO) were losing 80-100 yuan/mt ($1.98-2.47/bbl) in April. Information service JLC of Beijing reported that fuel oil cracked by independent refiners in China fell from 16.10MM mt/y (296K b/d) in 2013 to 1.53MM mt/y (28K b/d) in 2017.
