The IEA's World Energy Outlook 2019 believes that non-OPEC member states will increase their output by 2.3MM b/d.The US will have the largest contribution to non-OPEC production growth while Brazil,Guyana(a new producer),and Norway will also increase their output.The Oudook also estimates that for 2019,oil demand will fall by 90K b/d,the first decline since 2009.Refinery run rates for next year will likely ramp up to meet the IMO's new regulations for bunker fuels,which have been reported to be in well supply at the major bunkering hubs of Singapore,Rotterdam,and Fujairah.
