Your important and timely Series on universal health coverage (UHC), as with most discussions about UHC, focused on the need for equitable health financing reforms and the negative impact of user fees.David Evans and colleagues (Sept 8, p 864)1 point out that health financing reforms need to be accompanied by other measures to strengthen health systems. However your Series missed an opportunity to elaborate further on one of the key barriers that must be addressed if countries are going to be successful in achieving UHC.
