Bolivian President Carlos Mesa said he will veto a controversial hydrocarbons bill that would place a 32% tax on foreign companies tapping natural gas from the country's estimated 53 Tcf reserves,calling on Congress to revise the law to ensure it does not discourage foreign investment.
