China's biggest steelmaking province, Hebei, has released its three-year blue skies plan for 2018-2020, with the aim of trying to remove its cities from the list of the country's worst polluters. Tangshan and Baoding city are among China's top 20 most polluted cities, while Shijiazhuang, Handan and Xingtai are on the top 10 most polluted cities list.
