US cold-rolled coil and galvanized sheet producers, in separate petitions, have asked the US Commerce Department to investigate whether imports of those products from South Korea, completed in Vietnam, are circumventing antidumping and countervailing duty orders. The mills lodged similar petitions against Chinese circumvention of duties on the same products in 2016 and less than a month ago Commerce made a final determination that Chinese producers were effectively dodging US duties on coated sheet and certain CRC from Vietnam that was made from Chinese feedstock. Duties on these imports, exported from Vietnam, were put on the books retroactive to November 4, 2016, when that investigation was initiated.
