Process industry users requested the Foundation SIF solution in order to realise open and interoperable fieldbus technology in their plant safety systems. In response, the Fieldbus Foundation developed an SIS protocol approved by TUV to meet the requirements of IEC 61508 up to, and including, SIL 3. In October 2002, the Fieldbus Foundation's board of directors approved the Foundation fieldbus for Safety Instrumented Systems (SIS) development project. The foundation's SIS specifications and guidelines were developed in cooperation with safety experts, process industry end users, and control system and instrumentation manufacturers.
