Six US senators have introduced a bill aimed at forcing the White House to expand sanctions on Russia’s upstream sector, although it stops short of targeting the Nord Stream 2 project, as per a different Senate bill (OD Jul.23’18). The bill, introduced Thursday by US Sens. Lindsey Graham (R-South Carolina) and Bob Menendez (D-New Jersey), along with four others, appears to set deadlines and threshold requirements for issuing sanctions on certain energy projects. For example, the bill would require that US President Donald Trump in three months impose at least five sanctions against investments of more than $250 million in any energy project outside of Russia supported by Russian state or para-state companies.
