Oil industry players are expressing mounting concern about possible price disruptions - particularly for diesel and fuel oil, but also crude - with the planned implementation of low-sulfur bunker fuel rules for the shipping industry by 2020. The ruling by the International Maritime Organization (IMO) that lowers sulfur content in fuel oil to 0.5% from the current 3.5% is just 18 months from coming into effect, but shippers and refiners are not seen investing enough to prevent a massive product mismatch.
