Ottawa is bowing to industry pressure and introducing some concessions to large-scale polluters to lessen the impact of its ambitious national carbon tax plan, according to a draft proposal released by the federal government this week. The watered-down plan is a clear acknowledgment that Canadian oil and gas producers would be rendered less competitive against non-Canadian competitors, namely in the US, where President Donald Trump is easing both regulations and cutting taxes while encouraging more use of coal (OD Feb.14'17).
