France Aims to Halt Oil, Gas Output by 2040

French Energy and Environment Minister Nicolas Hulot has submitted draft legislation to phase out all oil and gas exploration and production in France by 2040, a largely symbolic measure as the country’s production and reserves are tiny. The ban was announced in July together with other measures aimed at reaching carbon neutrality by 2050, including the end of gasoline- and diesel-only vehicles — but not hybrids — by 2040 and the confirmation of the previous government’s target to bring nuclear’s share in the French power mix to 50% by 2025, down from 75% now. France produces just about 1% of the oil and gas it consumes, and will continue to import oil and gas and refine oil. It already banned shale gas exploration in 2011.
