Libya’s National Oil Corp. (NOC) has lifted the force majeure declaration at its giant El-Sharara oil field, which provided about 30% of Libya’s total output before rebel forces imposed a blockade earlier this year. As a fragile cease-fire holds, the North African country is starting to ramp up oil production and exports, potentially undermining the Opec-plus alliance’s efforts to rein in global oil supply and bolster prices (IOD Oct.2’20).
