An ongoing policy fight that has pitted ethanol, and to some extent large integrated refiners, against smaller refiners over the Trump administration’s liberal use of so-named hardship waivers for complying with biofuels mandates, is once again heating up. Against a backdrop of plummeting oil prices and demand falling off a cliff due to the coronavirus- driven economic slowdown, White House officials are planning internal meetings this week to discuss the Renewable Fuel Standard (RFS), a refining industry source said.
