The mass diplomatic expulsions between some two dozen Western countries and Russia have made it abundantly clear that East-West relations are going from bad to worse at an alarming pace and that it is not unreasonable to speak of a Cold War-like atmosphere. But Europe still has a voracious appetite for Russian energy, and Gazprom’s Nord Stream 2 pipeline project, which is strongly backed by Germany and Austria but has ruffled feathers in Washington, will serve as a litmus test as to whether the continent has the will to separate political and economic interests.
