Rosneft Seeks Transneft Help for Tuapse Pipe

Rosneft is seeking assistance from pipeline operator Transneft for build- ing a pipeline to its Tuapse refinery on the Black Sea coast, but the two sides have yet to agree on finances. The state-controlled producer believes it is Transneft’s obligation to function as a service company and build pipelines, while the pipeline monopoly, which must pay dividends to the state, wants to recoup invest- ments through special higher tariffs (NC Dec.28’17).
