Russia is not waging an oil price war with anybody, offi- cials in Moscow keep saying in response to moves by Saudi Arabia to hike supplies to the market, which, com- bined with the impact of the coronavirus outbreak, has sparked an almighty oil price crash. To back up Moscow’s position, there is no longer any talk in Russia about immediately increasing output from Apr. 1 when the limitations under the Opec-plus pact expire.
