Refineries in Russia made an unsea- sonably hefty cut in throughput in October mainly due to depressed margins, while the outlook for November is equally pessimistic. October throughput amounted to approximately 21.32 million met- ric tons (5.03 million b/d) based on data for the first 28 days of the month. This represents a 4.7% de- cline compared to September and a 11.5% drop year-on-year.
