China tells mills to set up scrap processing centers amid shift to EAF steelmaking

China’s National Development & Reform Commission (NDRC) isencouraging steelmakers in the country to set up their own scraprecycling and processing centers in its latest guidelines to the steelindustry.“Steel mills are encouraged to build their own large-scale ferrousscrap collection and processing centers and increase the rate atwhich ferrous scrap is utilized,” the commission, China’s economicplanning agency, said in a policy document posted late last week.
