Mexico's newly-elected socialist president has laid out his plan to "rescue" the country's embattled energy sector by pumping cash into new and upgraded refineries in a bid to end fuel imports - raising questions over how debt-laden national oil company Pemex will foot the bill. Populist Andres Manuel Lopez Obrador (AMLO) intends to splurge MXN 304 billion (USD 16.4 billion) on four strategic projects to boost refinery and oil production and end gasoline imports by 2021.
