The Federal Republic of Somalia is gearing up to launch its first offshore licensing round covering seven blocks in the Indian Ocean covering the “most prospective” hydrocarbon exploration areas in the country. The government is talking it up as a “landmark” moment that will be “transformational” for the country after decades of civil war, although upstream development is not expected to move quickly in the current challenging market conditions.
