After putting forward a sweeping blueprint to open 90% of the US outer continental shelf (OCS) to oil and gas leasing last year, the details of the US Department of the Interior’s five-year leasing plan for 2019-22 still aren’t clear. That includes timing — sources and press reports have predicted that the proposed leasing plan will be released some time in December, although others have suggested it could stretch into early 2019.
