China’s Big Three state oil majors spent a combined 73.12 billion yuan ($11.5 billion) in capital expenditures in the first quarter of this year, up 40% from the first quarter of 2017, offering hope that the three national oil companies (NOCs) meant business when they announced plans for higher spending in 2018.
