It will take until mid-2020 and cost around ￡120 million ($170 million) just to bring the UK’s former Government Pipeline and Storage System (GPSS) for jet fuel up to basic modern standards, according to the network’s commercial owner, Spain’s CLH, which has ambitions beyond mere repairs. CLH bought the vintage network, some of which predates World War II and had been poorly maintained, almost three years ago for ￡82 million (IOD May23’17). Built to fuel the military, the network has become key to supplying the UK’s booming aviation market.
