East Asian governments need to spend an average of $80 billion a year over the next two decades if they want to stabilize carbon emissions without compromising economic growth, a new World Bank report says. According to the bank, the funds should be spent improving energy efficiency, pro- moting renewable energy and adopting new technologies. But coming up with the money will require governments to introduce major policy and institutional reforms while a glob- al climate change deal is being negotiated, said Wang Xiaodong, the Washington-based lead author of the report, who urged policy- makers to accelerate reform efforts.
