Opec crude sailings increased on the month in February to 23.5mn b/d, but were about 5pc down on the year. Sailings were squeezed on a yearly basis by the Opec cuts programme and involuntary declines by the three members that do not have production targets — Venezuela, Iran and especially Libya, whose ports remain blockaded.
