China's national energy administration (NEA) appears to be easing its restrictions on new coal-fired power projects as overcapacity diminishes in many regions. The NEA found that only three of the country's 33 provinces — Shanxi, Gansu and Ningxia — have too much installed coal generation capacity, down from eight a year ago, according to a report on coal power risks released by the NEA. These three provinces have received a red indicator, which means they have a "clear oversupply" of installed coal-fired power or excess reserve capacity through to 2023.
