US West Coast crude-by-rail projects remain in limbo.

The three commissioners of the Port of Vancouver, Washington (US) have approved a seven-month extension for Vancouver Energy's lease, giving the company—a joint venture of Tesoro and Savage—more time to secure permits for a planned crude-by-rail facility at the port. The lease was approved by the commissioners in 2013, giving the j.v. three years to secure the permits necessary to start construction, but the project is being held in limbo by Washington's Energy Facility Site Evaluation Council, which is still reviewing the matter and will eventually submit a recommendation to Governor Jay Inslee on whether it should be approved. According to Commissioner Brian Wolf, Vancouver Energy had been partly to blame for some of the delays, but "To my mind...to pull the plug is unfair to the applicant."
