The year 1999 is a remarkable year that should be remembered in the history of cotton production in China because from this year forward the country began market economy for the cotton sector instead of government control. At the national cotton working conference held on June 3-4, 1999, Premier Zhu Rongji declared that the surplus output against the lower consumption at present provided the opportunity to reform the supply-circulation system according to economic principles. For example, reduce theplanting area in 1999, adjust the overall production arrangement, pay more attention to fiber quality, decrease production cost, increase the economic benefits, and enhance the market competition ability.
