In the beginning of the season, the mills emerge as big cotton buyers, and the prices generally run much higher, thereby making it difficult for exporters to make advance sales. Consequently, shipments of Pakistan cotton begin to build up in December and onwards. The textile mills are exerting pressure that sales should only be allowed after the surplus is determined.
