Uzbekistan has been in desperate need of modernizing its cotton production for several years. The once former Soviet Republic appeared to be well on the way to doing just that by implementing the Modem Farm Project in 1997 in conjunction with Case Corp. But 1998 did not prove to be a year of progress but one of standstill as the project ceased operation with no plans of restarting in the near future.
