IN 2011-12 a total of 34 NHS organisations failed to balance their books and, indubitably, some will follow the path into administration that South London Healthcare has taken. So it is timely that arguably the most powerful of the all-party parliamentary committees — the Public Accounts Committee — has expressed serious concern about how the NHS will manage trusts that get into financial difficulty (P483). The thrust of the PAC criticism is that ministers react to crises, and there is no strategic plan as to how failing organisations should be managed before disaster hits.
