System needs revising

It was interesting to note Martin Astbury's Professional matters article "System for claiming [no cheaper stock obtainable] should be simplified and penalty hoops removed" (PJ, 23/30 July 2011, p 119). However, I suggest it perhaps misses the major shortfall in the current system.
