The Colombian textile industry was the third largest in South America after Brazil and Argentina until the early 1990s, but the industry experienced a severe recession after barriers to textile imports were reduced, and mill use of cotton fell from 100,000 tons in 1991/92 to 86,000 tons in 1994/95, The rapid opening of the Colombian economy to foreign competition unveiled structural deficiencies, including weak integration among textile sectors, low levels of spending on research and development (less than 0.2% of textile-sector GNP), low levels of investment in training and low levels of productivity in private and public institutions.
