Ukraine has a ready supply of morphine yet government policies have left tens of thousands of patients who need the drug either completely without access, or with inadequate access, according to a new report by Human Rights Watch (HRW).Ukraine has enacted strict laws aimed at combating drug abuse. But it seems that some of these regulations are impeding the medical use of opioid analgesic drugs. Earlier this year, WHO examined worldwide consumption of opioid drugs for medical purposes and found that consumption in Ukraine was "virtually non-existent".
