IHP+: little progress in accountability or just little progress?

The International Health Partnership+ (IHP+) was launched in September, 2007, "to better harmonize donor funding commitments, and improve the way international agencies, donors, and developing countries work together to develop and implement national health plans". IHP+ signatories (panel) also pledged to evaluate and report theirwork in line with commitments in the IHP+ Global Compact, the Paris Declaration on Aid Effectiveness,and the Accra Agenda for Action. IHP+ Results, an independent consortium, did the evaluation. 3 years into the Partnership, and on the basis of the first report, there is little sign of progress.
