In fact,consumption has not declined since the 1980s, whereas in the UK, a more than three-fold increase in the price of cigarettes in the past three decades has successfully reduced tobacco consumption by 30%. Since Japanese national expenditure is increasing yearly owing to inflated medical costs, especially for elderly people, a tobacco tax hike is welcome.
