In an ideal world the World Bank would be a fair and effective global health and development institute. The voices of developing countries would be heard in its decision-making processes. Its strategies for improving the health of the world's poorest people would be based solely on scientific evidence. It would be an accountable organisation, free from corruption, with a transparent, merit-based process for electing a leader.
